University of Nairobi Council Chair and Officials Arraigned Over Corruption Allegations

In today’s court news, Professor Amukowa Anangwe, Chairperson of the University of Nairobi Council, along with three other senior officials, has appeared before the Milimani Anti-Corruption Court facing charges of abuse of office and illegal acquisition of public property.

According to a charge sheet filed by the Office of the Director of Public Prosecutions (ODPP), the accused include Prof. Anangwe, Dr. Ahmed Sheikh Abdullahi, Carren Kerubo Omwenga, and Dr. Darius Mogaka Ogutu. They are alleged to have misused their roles within the University Council to unlawfully reinstate Mr. Daniel Brian Ouma Okeyo as the Acting Chief Operations Officer.

The charges stem from events that reportedly occurred on or around April 19, 2024, in the University Council Chambers. The four officials are accused of passing a resolution that reinstated Mr. Okeyo, effectively overturning a prior decision by Vice Chancellor Prof. Stephen Kiama, who had revoked Okeyo’s appointment. This move allegedly violated a court ruling issued on April 8, 2024, by the Employment and Labour Relations Court in case JR 46 of 2023.

In a separate charge, Mr. Okeyo is accused of illegally receiving public funds. Between March 25, 2015, and May 8, 2025, he allegedly collected KSh 32,459,406.15 in salaries while serving in multiple high-ranking roles such as Deputy Director of Fundraising, Director of Advancement, and Acting COO despite lacking the necessary qualifications for those positions.

Prof. Kiama and Jackson Mwai are named as key witnesses in the prosecution’s case.

During the court proceedings, defense lawyers requested lenient bond terms, citing their clients’ age and health conditions. They also emphasized Prof. Anangwe’s past role as Minister for Education under President Moi, presenting it as evidence of his good character and low risk of absconding.
