A petitioner in a case at the constitutional court has accused state institutions of neglecting persons with disabilities despite the government allocating resources for their care.
Appearing before Justice Chacha Mwita at the Milimani High Court, Simon Joni Ndubai claimed that hundreds of vulnerable people who require 24-hour care have died after being struck off the payroll, while funds meant for them remain locked in some institutions.
He told the court that those still alive have been left without critical support and pleaded for their reinstatement on the payroll so they can access resources.
“The few survivors cannot speak for themselves or take to the streets to demand their rights. This court must ensure they are paid and protected,” he said.
The Attorney General and several state agencies have been listed as respondents in the petition. The court has scheduled the matter for hearing on 2nd October 2025.
